कोलकाता: पश्चिम बंगाल के उत्तर कोलकाता में चोरबागान सार्वजनिक दुर्गा पूजा पंडाल में हुई भगदड़ में 19 लोगों की मौत और 25 लोगों के घायल होने के बाद राज्य सरकार ने घटना की जांच शुरू कर दी है। पश्चिम बंगाल के अग्निशमन एवं आपातकालीन सेवा विभाग के राज्य मंत्री कौशिक चौधरी ने रविवार को कहा कि घटना की जिम्मेदारी तय करने के लिए स्थिति की गंभीरता से जांच की जा रही है और दोषियों के खिलाफ कार्रवाई की जाएगी।
मीडिया से बातचीत में कौशिक चौधरी ने कहा कि उन्होंने मुख्यमंत्री से बात की है और घटना पर चर्चा के लिए बैठक भी निर्धारित है। उन्होंने कहा, “हम बहुत सावधानी से स्थिति की जांच कर रहे हैं, ताकि पता लगाया जा सके कि गलती किसकी थी और वास्तव में क्या चूक हुई। मैंने मुख्यमंत्री से बात की है और थोड़ी देर में बैठक भी होगी। निश्चित रूप से कार्रवाई की जाएगी।”

भगदड़ मामले में सात लोग गिरफ्तार
इस घटना के संबंध में कोलकाता पुलिस ने सात लोगों को गिरफ्तार किया है। पुलिस के मुताबिक, गिरफ्तार लोगों में चोरबागान सार्वजनिक दुर्गोत्सव समिति के सचिव राज कुमार सेवड़ा उर्फ राजा (48), उपाध्यक्ष शांतनु दुबे (55) और बांस के ढांचे के निर्माण में शामिल बिप्लब मुखर्जी उर्फ जॉय (48) शामिल हैं। इसके अलावा भीड़ प्रबंधन और वीआईपी पास की जांच से जुड़े कौशिक साहा (53), भीड़ प्रबंधन में लगे पिंटू डे (51) तथा निजी सुरक्षा व्यवस्था के प्रभारी सुमन चक्रवर्ती (30) और राजेश पाल (29) को भी गिरफ्तार किया गया है।
कोलकाता पुलिस ने आयोजकों और अन्य संबंधित लोगों के खिलाफ भारतीय न्याय संहिता (BNS) की धारा 105, 110 और 3(5) के तहत स्वतः संज्ञान लेते हुए मामला दर्ज किया है। पुलिस के अनुसार, शनिवार रात मामला दर्ज किया गया था। इसके अलावा 14 लोगों को हिरासत में लेकर पूछताछ की जा रही है।

There had been a huge crowd at the puja pandal over the past several days. As soon as it started raining, a large number of people entered the pandal. However, those who were already inside could not come out because of the rain, resulting in a stampede. It was dark inside, as it was a themed puja."
He adds, "The accident did not happen simply because it was dark. People were entering from one side and exiting from the other. When it started raining, people inside could not leave the pandal, while a large number of people continued to enter from behind. The stampede occurred at that point. There were lapses on the part of the puja organisers and the security agency responsible for the arrangements. The SIT will investigate the incident. We have been celebrating Durga Puja with great enthusiasm in West Bengal over the past several days. More than 58,000 Durga Pujas have been organised in the state this year, and this incident occurred at one pandal. Strict action will be taken against whoever was responsible for the negligence. The government is firmly committed to taking strict action. Nineteen people died last night and 25 were admitted to hospital. One of them was in a slightly serious condition, but is now stable."

मृतकों के परिजनों को 25 लाख रुपये और नौकरी
पश्चिम बंगाल सरकार ने भगदड़ में जान गंवाने वाले प्रत्येक व्यक्ति के परिवार को 25 लाख रुपये का मुआवजा देने और परिवार के एक सदस्य को नौकरी उपलब्ध कराने की घोषणा की है। घटना की जवाबदेही तय करने और भगदड़ के कारणों का पता लगाने के लिए विशेष कार्यबल (STF) ने जांच शुरू कर दी है। जांच में यह पता लगाने पर जोर दिया जा रहा है कि पंडाल में भीड़ प्रबंधन, सुरक्षा व्यवस्था और बांस के ढांचे से जुड़े इंतजामों में कहां चूक हुई।
मंत्री कौशिक चौधरी के बयान के बाद अब जांच के निष्कर्षों और जिम्मेदारी तय होने पर नजर है। पुलिस की कार्रवाई और विशेष कार्यबल की जांच से घटना के कारणों तथा कथित लापरवाही की तस्वीर स्पष्ट होने की उम्मीद है।
